The Planning & Conservation Department administers the Nonmetallic Mining Ordinance (Chapter 78) of the Sheboygan County Code of Ordinances. This ordinance was developed through the requirements of Chapter NR 135, Nonmetallic Mining Reclamation, administered by the Wisconsin Department of Natural Resources.

The ordinance states that any proposed mining site (gravel, sand, or other nonmetallic minerals) will be required to have an approved reclamation permit to continue mining operations in Sheboygan County. Exceptions include a mining site less than one acre in size and sites used for agricultural or personal uses.
