Application Process
To be considered for the Treatment Court Program, the following forms must be submitted to Morgan Rohde at the Sheboygan County Health & Human Services Department.

Mission
The mission of the Sheboygan County Treatment Court is to provide a comprehensive diversion program of supervision, treatment, and rehabilitation to break the cycle of substance abuse and criminal behavior. The program is designed to enhance public safety, reduce recidivism, and decrease substance abuse in our community by using a respectful, trauma-informed approach and evidence-based, individualized treatment that supports lifelong recovery from addiction.
Program Overview
Sheboygan County Treatment Court Program was created as a response to the devastation caused by addiction in our community. Treatment Courts are the most effective criminal justice intervention for breaking the cycle between substance abuse and criminal behavior. The multi-disciplinary Treatment Court team oversees the progress of participants in the program, which can last up to 24 months.
Entry into the program requires a Treatment Court contract agreement between the Sheboygan County District Attorney’s Office, the participant, and his/her Defense Counsel. Entry also requires a plea of guilty or no contest to current charges. Participants can also enter the program through a referral from the Department of Corrections. To be eligible for Treatment Court, the participant must be a Sheboygan County resident.
Following entrance to the program, each participant will receive a comprehensive evaluation and an individualized recovery care plan will be developed. Participants are required to make frequent appearances before the Treatment Court Judge for a review of their progress in the program. Each participant will also receive intensive case management to monitor and support him/her in the community. Participants are required to meet with the Treatment Court Coordinator and Probation Officer on a regular basis and consistently attend all scheduled therapy appointments. Each participant will comply with random drug tests, community service, and other pro-social activities identified in their recovery care plan.
Eligibility Criteria:
- Established resident of Sheboygan County.
- Assessed as high risk and high needs using a validated assessment tool.
- Assessed as having a severe Substance Use Disorder.
- Charged with and/or convicted of a felony in Sheboygan County involving the possession, use, or sale of a controlled substance or other crime motivated by substance use.
- Criminal proceeding must be at the post-conviction stage with a minimum of 24 months of supervision available.
- Voluntarily agree to abide by all Treatment Court Conditions/Terms of Participation including signing all releases of information as requested.
Exclusionary Criteria:
- Be a violent offender by Federal definition. “Violent offender” is defined as an individual who: Is charged with or convicted of an offense (presenting offense) that is punishable by a term of imprisonment exceeding one year, during the course of which offense or conduct:
- The person carried, possessed, or used a firearm or dangerous weapon;
- There occurred the death of or serious bodily injury to any person; or
- There occurred the use of force against the person of another, without regard to whether any of the circumstances described in subparagraph (a) or (b) is an element of the offense or conduct of which or for which the person is charged or convicted; or
- An offense that has as an element including the use, attempted use, or threatened use of physical force against the person or property of another, or
- Any other offense that is a felony and that, by its nature, involves a substantial risk that physical force against the person or property of another may be used in the course of committing the offense.
- Have a history of any offense including:
- Sex, dangerous weapons or firearms
- Manufacture, delivery, possession with intent or conspiracy to commit these offenses involving 5 or more grams of cocaine, 200 grams of marijuana or 4 plants, 3 or more grams of heroin or 3 or more grams of methamphetamine.
Treatment Overview
Moral Reconation Therapy (MRT)
MRT is the premiere cognitive-behavioral program for substance abuse treatment and criminal justice offenders, an intensive group therapy program designed to restructure thinking patterns. MRT seeks to decrease recidivism by increasing moral reasoning.
Substance Use Disorder Treatment
- Stage-of-Change Therapy
A research-based model that precipitates a major shift in understanding and treating at-risk behaviors. Clients are seen as having the inherent potential for change as well as being responsible for their own change.
- Cognitive Behavioral Therapy
Evidence-based therapy that addresses stress and coping, anxiety and fear, depression, anger and rage, healing traumatic injuries, forgiveness, managing chronic pain, building and deepening relationships, and developing emotional flexibility.

Goals and Benefits
- Provide multi-disciplinary team approach to help high risk/high need defenders
- Divert from incarceration those in need of treatment for a moderate to severe substance use disorder.
- Provide intensive treatment and other services to support recovery.
- Break the cycle of drugs and/or alcohol use and crime.
